As I wrote in yesterday's post - If the glory days of Petaluma real estate's boom have indeed hit a bit of a wall, of late, then these controversial new proposals by the City to slam local home sellers with an extensive water conservation clause, will certainly not make the sluggish market any easier to move.
Outlined in my earlier blog announcement, approval of Program 10 would require all home sellers in the Petaluma Area to undergo a thorough, comprehensive home audit of all water related appliances and fixtures. The requirement of all water use inefficiences, toilets, breaks and leaks would have to be completely fixed by the time the property changed hands.
In effect, this would be the end of the 30 day escrow. Clearly not a campaign to be willingly embraced by Petaluma's real estate community, many of whom will be congregating at City Hall for Monday's council meeting, in opposition to the plan.
NorBar (North Bay Association of Realtors) will be asking the council to consider engaging their professional community as a partner in the research of alternative methodologies. In a Red Alert message distributed today via email to members in real estate brokerages throughout Petaluma, NorBar clearly states: "We ask that Program 10 be removed from the Water Conservation Plan... and allow us to become a community partner in helping to conserve water, not to mandate a significant new burden on property owners."
All new homes being built in the Petaluma area will be liable for new water conservation initiatives if the
water conservation program sails through, starting July 1st, 2008.
